September 2011 Meeting Minutes

September 20, 2011

CALL TO ORDER
Meeting was called to order at 7:00 p.m.
In attendance: Joe Merlo (5), Kathy Adamson (34), Scott Thompson (66), Shawn Haycock (7), and Chris Lynch (Right Way Community Management).

APPROVAL OF PRIOR MEETING MINUTES
• The May minutes were reviewed and approved as published.

HOMEOWNER DISCUSSION
• Shawn would like the holes in the ground filled just west of mailbox.
• Kathy reported that the owner of house #39 reported seeing the landscapers hitting sprinkler heads with mower.
• Scott reported that LDS church members are using our front entry as an overflow parking lot. Shawn Haycock will inform the church that they are not to be using our entry street as a parking lot.
• Lot 23 tree- table until all Board of Directors are present.
• Kathy mentioned that house 23 has a scaffolding setup alongside of house, house 19 has many pots in front yard, and house 47 has garbage can stored on the front side of house.

FINANCIAL REPORT
• The financial reports were reviewed and approved as published.
• Discussed excess water usage.
• Street sweeper over budge due to Chris thought fees were $150 per quarter and actual is $150 every 2-months.

ARCHITECTURAL COMMITTEE REPORT
• None

OLD BUSINESS
• Tabled till next meeting. -Chris is still looking to get Frazee color palette online.
• Tabled till next meeting. -Bids for granite work.

NEW BUSINESS
• Pure Green submitted a proposal to replace irrigation line on 26th street. Chris will research if North end was already replaced.
• Annual meeting: November 15th 7:00 p.m. @ Stapley Jr. High School.
• Steve Easthope’s position is up for re-election.
• Budge for 2012 was presented by Chris.

June 2011 Meeting Minutes

June 21, 2011

CALL TO ORDER
Meeting was called to order at 6:50 p.m.

APPROVAL OF PRIOR MEETING MINUTES
• The May minutes were reviewed and approved as published.

HOMEOWNER DISCUSSION
• Joe mentioned that we still have 1 more leak South of the transformer on 26th street.
• Kathy suggested the center Island by mailbox weak oleander be cut back to see if it will come back.

FINANCIAL REPORT
• The financial reports were reviewed and approved as published.
• Michael mentioned that Steve and he would get together to look at creating a prorated budget/matching.

ARCHITECTURAL COMMITTEE REPORT
• An ARC request was received for house #23 and approved.
• An ARC request was received and approved for #33’s gate.
• Chris looked at screens per Kathy’s suggestion from last month and saw no issues.

OLD BUSINESS
• Chris is still looking to get Frazee color palette online.
• Bids for granite work.

NEW BUSINESS
• Granite bids tabled from last meeting. Discussed bids presented and decided to table again until after plants are replaced in the fall.
• Cd is maturing- Board approved rolling over for 13 months.
• Reviewed new HOA laws.

May 2011 Meeting Minutes

CALL TO ORDER
Meeting was called to order at 6:48 p.m.
In attendance: Joe Merlo (5), Steve Easthope (60), Kathy Adamson (34), and Chris Lynch (Right Way Community Management).

APPROVAL OF PRIOR MEETING MINUTES
The April 19 minutes were reviewed and approved as published.

HOMEOWNER DISCUSSION
Kathy is to get four Lantana plants to replace the dead ones in the flower boxes on Lindsay.

It was noted that the tire marks were cleaned off of the walls on 26th street.

Chris was going to talk to Frazee about potentially getting color palettes online that could be posted on the association's blog. We also discussed putting basic association information (blog, contact information for board and ARC members) in the mailbox bulletin board.

Kathy mentioned some concern on the quality of the screens on some of the homes in the neighborhood. Chris said he would look at them in his next inspection and send letters as he felt necessary.

FINANCIAL REPORT
The financial reports were reviewed and approved as published. It was noted that the tree trimming invoice was paid.

ARCHITECTURAL COMMITTEE REPORT

An ARC request is needed for House #23, for the stone work done on the front yard, as well as other items.

A letter was sent to #33 about the gate, requesting dimensions on an ARC form.

An ARC request for #31's gravel had been received.

Chris read the rules for the ARC committee - the CC&Rs clearly outline that the ARC committee is made up of 3 members with 2 alternates. It also outlines that the board is the entity that appoints and removes members from the ARC. This would make Scott Thompson an alternate ARC member - he volunteered in the last meeting to be a member of the ARC.

OLD BUSINESS

The Board reviewed proposals for rock for 26th street and for Lindsay Road. It was decided to hold off on rock proposals until we deal with getting some plants along in those areas. Joe Merlo was going to look at the number of plants that needed to be replaced, and Kathy Adamson was going to look at the pricing.

Rock proposals were received from All Rock Supply, Pure Green, and Granite Express.

NEW BUSINESS

• Chris reviewed new law changes that went into effect in the state of Arizona - referring to an email he sent earlier to the board.
.
• In a prior meeting, the board proposed that Chris reduce the amount of paper distributed at the meetings. The Board members agreed this meeting that it would be nice to have the summary of the Financials including the Balance Sheet and Profit/Loss statement, however.

April 2011 Meeting Minutes

April 19, 2011

CALL TO ORDER
Meeting was called to order at 6:45 p.m.
In attendance: Michael Vavrinec (14), Joe Merlo (5), Steve Easthope (60), Scott Thompson (66), Kathy Adamson (34), and Chris Lynch (Right Way Community Management).

APPROVAL OF PRIOR MEETING MINUTES
The minutes of the March 22nd meeting were reviewed and corrections were made to include a date of the meeting. The minutes were approved as amended.

HOMEOWNER DISCUSSION
Scott noted that the oleanders along the street next to House #71 have a branch hanging over the street that should be removed. Chris will notify the homeowner.

Scott reported that the bicycle tire marks on the west entrance wall need to be removed. He will try to remove with soap and water. If unsuccessful, Chris will get information on the paint color from the painting contractor and purchase paint to touch up the wall.

Kathy indicated a homeowner requested that the color palate be posted in the bulletin board by the mailboxes. Kathy accepted the action to post.

Mike reported that House #26 has new owners.

FINANCIAL REPORT
The financial reports were reviewed, and Chris noted that the invoice for the tree maintenance was not paid at the time of the report. Motion was made and approved as published.

ARCHITECTURAL COMMITTEE REPORT
There was concern about House #33 making changes to the side gate before submitting an ARC form. Kathy asked the Board about the height of the gate in relation to the wall. There was feedback that the Committee should evaluate the alternatives for the homeowner. Chris will send a notice to the homeowner about the requirement for an ARC form so an official action can be taken by the Committee.

The request by House #31 to add new rock to the front yard was approved.

OLD BUSINESS
Tree Maintenance
• FOUR PEAKS will complete trimming of the palm trees in July.
Collection Proposal
• The Contract from the Brown Law Group was reviewed. After some discussion, a motion was made to approve it. Motion passed and the contract was signed by the Board Officers.

The term issue of the Board president was discussed. Mike indicated that he was stepping down as President. He had met his obligation to stay through the transition with the Board to the new management company.

Joe indicated that he would accept the position of President in the interim. Scott will take the position of Secretary. Kathy will take the position of Vice-President. These actions were voted on and approved by the Board.

The Board Officers will be scheduled for election after the 1st Board meeting following the annual meeting in November.

NEW BUSINESS
• The Board revisited the need to add rock along 26th Street and Lindsay Road as a possible capital improvements project. Chris took action to get bids from several suppliers.
• The addition of plantings along 26th Street and Lindsay Road was recommended to improve these areas. Kathy took the action to get some bids to add new plantings in the empty areas.

March 2011 Meeting Minutes

March 22, 2011

CALL TO ORDER
Meeting was called to order at 6:48 p.m.

APPROVAL OF PRIOR MEETING MINUTES
The minutes were reviewed and approved as published.

HOMEOWNER DISCUSSION
Jim voiced concern about the dead tree in the common area. He was glad to be present for the discussions with the contractors on the tree maintenance proposals.

FINANCIAL REPORT
The financial reports were reviewed and approved as published.

ARCHITECTURAL COMMITTEE REPORT
There were submittals from House #2 for pavers used as edging to retain granite in yard, House #73 was to widen the driveway, and House #33 had not yet submitted anything regarding their changes to Kathy.

OLD BUSINESS
Tree Maintenance Proposals
• ARBOR PRO (Doug Clark) discussed their proposal. He indicated that there was no pruning planned for the pine trees since they were all in good condition. He indicated that the Ash tree in tract F needs trimming. The proposed work would occur before June. He also confirmed that when the stumps are removed, the area will be covered with soil and sod.
• FOUR PEAKS (Gary McCunn) discussed their proposal. He indicated that they use a standard guideline for pruning to no more than 30%. He indicated that the pine trees needed internal clean up to minimize tree damage from high winds. He stated that it looked like they have never been trimmed. He indicated the proposed work would occur by the middle of April, if selected.

The Board discussed the proposals and voted to approve the bid submitted by Four Peaks.

NEW BUSINESS
• Chris presented proposals from five vendors that provide collection programs. The Board reviewed these and selected to use The Brown Law Group for our critical collection accounts.
• Michael Vavrinec proposed that we reduce the amount of paper distributed at the meetings. The Board members agreed that the details for the Financials were not required since we get these via email from Chris prior to the meeting. A motion was made and approved to eliminate the paperwork.

February 2011 Meeting Minutes

February 15, 2011

CALL TO ORDER
Meeting was called to order at 6:50 p.m.
In attendance: Michael Vavrinec (14), Joe Merlo (5), Steve Easthope (60), Kathy Adamson (34), and Chris Lynch (Right Way Community Management).

APPROVAL OF PRIOR MEETING MINUTES
The minutes will be corrected to restate the issue of planting trees requested by the homeowner of #40. The minutes were approved as amended.

HOMEOWNER DISCUSSION
Kathy Adamson reported the following items:
• Stated that House #33 has been sold. The real estate agent requested information on how to contact the management company which she provided.
• Informed the members that House #39 has been sold.
• House #16 has used fake flowers that are now looking bad and asked Chris to check on the next inspection trip.
Michael Vavrinec reported on the following:
• A landscape change was done by House #2. The change looks good, but he wanted to know if an ARC form had been submitted. Chris stated that he had not received one. He will send one to them so it can be put on file.

FINANCIAL REPORT
The financial reports were reviewed.
• Michael Vavrinec asked if it would be wise to do another CD. Chris commented that the rate of return is very low at this time and indicated the reserves will be needed if we do the tree maintenance project.

A motion was made and seconded to approve the minutes.

ARCHITECTURAL COMMITTEE REPORT
There were no requests.

OLD BUSNIESS
The status of the Action Item report was reviewed.
• The open item to replace signage is still open awaiting delivery of the new STOP sign.
• The item dealing with cleanup of House #19 has been addressed.

NEW BUSINESS
• Chris presented proposals from 5 vendors to do the tree maintenance. After initial review, the Board recommended that we invite PureGreen and Four Peaks to attend the next meeting to discuss their proposals in more detail. Chris will contact and invite.
• Michael Vavrinec reported that Mesa Clean Sweep program will have two containers in the neighborhood in conjunction with the April In the Park event.
• A question was raised about the annual financial requirements of the Board. The Board has a CPA that does a “review” and it is time to do another for 2010. Chris will check the CC&Rs to make sure this is meeting the requirements for the HOA.
• Michael Vavrinec informed the Board that his commitment to serving as President of the Board has been met. He recommended that the Board members need to evaluate the process used and the willingness to serve prior to the next meeting.

January 2011 Meeting Minutes

CALL TO ORDER
Meeting was called to order at 6:47 p.m.
In attendance: Michael Vavrinec (14), Joe Merlo (5), Steve Easthope (60), Scott Thompson (66), Kathy Adamson (34), and Chris Lynch (Right Way Community Management).

APPROVAL OF PRIOR MEETING MINUTES
The minutes will be corrected to remove Kathy Adamson as being in attendance. The minutes were then approved.

HOMEOWNER DISCUSSION
Kathy Adamson reported the following items:
• There is a PT Cruiser traveling at high speed through the neighborhood. It appears to be a vehicle from house #49. Chris will send a notice to the owner about this issue.
• Recommended that the Stop sign in front of #34 be replaced as well as the sign at the exit on Lindsay Road. Chris will procure, and Joe Merlo volunteered to install.
• The backyard of #19 has unwanted items visible above the wall and these need to be removed. Chris will send a notice to the owners.
• The owner of #40 has asked if he could add some trees in the common area on Lindsay Road to provide shade to his pool area. The Board recommended that the owner attend a meeting to discuss in more detail his plans so any possible concerns can be addressed.
Scott Thompson reported on the following:
• A vehicle in front of #10 is leaking oil on the street and will cause the road to decay. Chris will send a notice to the owner.
Joe Merlo reported on the following:
• He expressed concern that the sage bushes along 26th street did not look healthy.
• He requested information from PureGreen about status and watering schedule for the bushes. Chris will contact PureGreen to retrieve the information.

FINANCIAL REPORT
The financial reports were reviewed and approved by the Board.

ARCHITECTURAL COMMITTEE REPORT
There were no requests.

OLD BUSNIESS
The status of the Action Item report was reviewed. The only item remaining from 2010 is the updating of the CC&R summary booklet. The closed items from 2010 will be archived. The new action item report for 2011 will start at the next meeting.

NEW BUSINESS
There was discussion about 2011 capital plans. It was recommended that bids be solicited to remove the dead trees and trimming that may be required for other trees in the common areas. Chris will contact at least three vendors for the bids.

A request was made by the Board to have the palm trees trimmed. Chris will check with the previous vendor to perform the work.
