As A dog owner I am in favor of this policy. And agree to its intent . However it falls short as a pet policy, as it does not address the issue of the number of cats in our community which freely roam and use our yards as liter boxes, walk on our cars and fight and awaken us in the middle of the night.

How does this policy apply to those pets??

I agree with the above comment. Something needs to be done to address the issue of these cats. I let me dog out into our backyard just the other day and two black cats were in the yard. Had one of them decided to take a swipe at my dogs nose and or face and cause severe damage, enough that I may have to take my dog to the the vet ( as I have seen this happen before). Who is responsible for those vet fees? If it were a dog off leash that did that to another leashed dog it would be the owner of the unleashed dogs responsibility. However with these cats being able roam the neighborhood freely and not to mention mark their territory which is quite unpleasant, it just doesn't seem quite fair.
